PCN 60 - BUOY-Tracker - Software update - IEC 62320-2:2016 compliance

This software update provides compliance with IEC 62320-2:2016, which relates to the background AtoN functionality of BUOY-Tracker.

The required changes add support for new configuration commands. Legacy configuration commands are still supported for backward compatibility, so if applied, this update will not affect existing units.
